Greater Connectivity in NorwalkSome would consider the current economic crisis to be a major stumbling block to redevelopment plans. But Norwalk is looking at the slowdown in development activity as a rare opportunity. While timely implementation of a Downtown development program is highly desirable, long-term sustainability of the urban environment may very well depend more on greater connectivity and active transportation within the Downtown core.
In the future, West Avenue could be transformed from a multi-lane road for With limited road capacity and available developable land, Norwalk needed a clear vision for the future. FHI is helping the Norwalk Redevelopment Agency rethink transportation linkages. We have been proposing improvements that will enable residents and visitors to better navigate Downtown attractions by foot, bicycle, and public transit. Improved connectivity will facilitate access to goods and services, reduce automobile dependence, increase the area's potential as a regional destination, and enhance economic development within Norwalk's Downtown. Stronger connections, particularly the accommodation of non-motorized modes, increase the energy of an urban place and add people to the streets. In particular, bicycle and pedestrian improvements were given considerable attention by plan stakeholders. Using a Complete Streets perspective, FHI evaluated a number of streets within the Downtown. Complete Streets are safe and convenient for all modes of travel by people of all ages and abilities. Improvements proposed by FHI include sidewalks, enhanced crosswalks, bicycle lanes, wayfinding signage, and a high-frequency transit circulator service. While some of these improvements may take some years to implement, stakeholders urged prioritization of pedestrian and wayfinding improvements as necessary first steps to creating a more vibrant downtown. With such improvements, visitors to Norwalk will be encouraged to explore the rich historic and cultural assets, fine restaurants, shopping, and entertainment with a ‘park-once’ trip. The Norwalk Connectivity Plan will be an important component of the City’s Downtown land development planning process, promoting a successful urban fabric that not only accommodates all modes but enhances area mobility and provides a more livable and sustainable community.
